This paper refutes the methodology and conclusion of a Mathematica Policy Research study that followed up on teens that participated in one of four abstinence education programs and found that they were no more likely to abstain from sexual active than teens who did not participate. The authors present their own findings suggesting that abstinence programs are successful when they address values and attitudes, use a variety of methods and involve parents.
