This article examines the problem of sex trafficking and its frequent equation with prostitution.  It examines U.S. government efforts to prevent this form of exploitation by targeting international prostitution and promising HIV/AIDS support to countries who outlaw prostution.  It argues that sex trafficking is part of the much larger problem of human trafficking, and that targeting prostitution instead of human trafficking has resulted in interventions that are misguided and ineffective.
