This paper examines the decline of sexual health despite government funded initiatives to improve sexual health through condom promotion. The author examines the failure rates of condoms, and the differing levels of protection condoms offer against specific STD infections. The paper recommends that public policy focus on ‘saved sex,’ the idea being that sex should be saved "for a time when the relationship between the partners is at such a level of intimacy and commitment that they are able to make a reasoned decision."
