This report examines the history and development of Sweden’s drug policy aimed at creating a drug free society. The report discusses Sweden’s low level of drug use resulting from restrictive control strategies compared to higher levels of drug use in other European countries. The paper notes that Sweden was among the first countries to introduce alternative methods including methadone maintenance programs and needle exchanges to reduce drug related harms, but the central aim of the drug policy has focused on restrictive control.
