This paper addresses the concern that the Healthy Marriage Initiative would exacerbate the problem of domestic violence. It demonstrates that, through training, education, and marriage-skills programs, this initiative actually serves to decrease, and prevent, instances of domestic violence and improve the overall stability and quality of relationships for low-income couples.
