This paper discusses the current debate concerning the government's interest in promoting marriage as a solution to many societal problems.  It examines drawbacks and benefits to the government's promotion of marriage, and suggests a "Marriage-Plus" approach that emphasizes child well-being.  This approach promotes and seeks to strengthen marriages whenever possible but also acknowledges the reality of divorce.  It focuses on fostering cooperation between unmarried parents for the benefit of their children.
