This guide lays out a six-step strategy intended to encourage low-income, unwed fathers to become involved in their families and communities.  The plan consists of teaching fathers to be good parents, helping them to improve their relationship with their children's mother, removing barriers to their employment, using federal funding for fathers' programs, improving the child support system for families, and actively promoting the message that "fathers matter."
