This paper explores the causes of decreasing fertility and marriage rates and makes suggestions as to the development of public policy to address these concerns. Some of the measures suggested in this document deal with establishing a child tax credit, providing financial aid to stay-at-home mothers, and improving paid maternity leave policies.
