This paper examines the incidence of substance abuse by women in welfare assistance programs, and finds that women receiving financial aid are nearly twice as likely to be addicted to alcohol and illegal drugs as those who are not receiving assistance. It also discusses the impact of parental substance abuse on maternal and child health and on the cost and effectiveness of the welfare system itself.
