This report examines the use of kinship or relative care in the United States, state and federal policies pertaining to kinship care, and the characteristics of alternative kinship care initiatives.  It also discusses the characteristics and needs of kinship care families, deals with issues relating to the administration of alternative kinship care programs, and describes some of the policy implications of these alternative programs.
