This paper examines historical changes to the structure of family life and the corresponding changes in the demand for non-parental child care.  Based on the evidence of unprecedented demand for child care, the author argues that America is experiencing a second child care revolution, the first of which occurred in the late 1800s with the introduction of compulsory free public education.
