This paper explores the government's use of welfare reform as a means of promoting and strengthening the institution of marriage.  It also looks at current marital trends and at the negative impacts of divorce, single-parenting, and step-parent families.  It examines public policy and marriage education programs and evaluates their effectiveness in supporting the traditional definitions of marriage and family.
