This paper discusses the legal context of paternity establishment within the framework of welfare reform in the United States, and examines low-income mothers' and fathers' perspectives on paternity establishment.  It describes economic, relational, procedural, and collateral issues relating to paternity establishment and provides recommendations for improving procedures and practices to better serve both parents and children.
