This paper discusses the history and consequences of a policy in the United States which requires single mothers who are seeking public assistance to cooperate in establishing paternity and child support for their children.  It highlights the risks that this cooperation agreement poses for victims of domestic violence, and the sanctions women face if they do not comply with this requirement.  It also analyses the 'good cause' exception clause of this legislation and its under-used potential to protect at-risk women.
