This report explores the experiences of low-income, non-custodial fathers with the child support and criminal justice systems.  It examines state laws and practices pertaining to child support payment, and examines the multiple consequences of incarceration for non-payment.  The author suggests that these systems, which are intended to help, may often hurt fathers and families.
