This report presents findings on the number of children in foster care, the number of those that are legally adoptable, and gauges the success of finding adoptive homes for foster children.  Among other things, it found that there were over 500,000 children in foster care and that only a fraction of those available for adoption were actually adopted.  It offers recommendations as to how the foster care system can be improved to better serve the children involved.
