This brief argues that the United States Adoption Tax Credit established to encourage foster care adoption does little to promote this cause while benefiting foreign and private adoptions, particularly among higher income families. The author suggests that agencies educate adoptive parents about the tax credit. The author also recommends that the government make the tax credit refundable to assist lower income families and explore alternative approaches to promote foster care adoptions.
