This paper discusses the importance of and challenges to promoting marriage in low-income communities, with a particular focus on the situation among urban African-Americans.  It also looks at existing research relating to couples in poor communites, examines the opportunities for intervention, and suggests possible paths of action that may be taken to strengthen marriage and dual-parent families among these groups.
