This is the testimony of Maggie Gallagher before the U.S. Senate Subcommittee on the Constitution, Civil Rights and Property Rights Hearing "What is Needed to Defend the Bipartisan Defense of Marriage Act of 1996?"  The testimony stresses a child's need for the traditional marriage of their biological parents and also explains how same-sex households, family fragmentation and un-wed child bearing have a negative affect on child well-being.
