This paper discusses the growing demand for computer literate labour, and emphasizes the importance of ensuring that children, particularly those from disadvantaged backgrounds, have access to computer skills training.  It examines inequality in access to technology, and expresses concerns about recent cuts to federal programs that sought to remedy this economic divide in access.
