This paper critiques both the Office of Juvenile Justice and Delinquency, and Congress for their failure to include family breakdown in their research and data on delinquency. It argues that the rise in single-parent, cohabitating, and stepfamily homes has significantly contributed to the high rates of youth crime, and that public policy research and initiatives dealing with young offenders should reflect this reality.
