This paper studies the extent to which welfare-reliant single mothers experience barriers to employment such as poor physical or mental health, domestic violence, a lack of transportation, low skill, and substance abuse problems.  It finds that the prevalence of many of these barriers is particularly high among women in this group, and that welfare reforms requiring them to work may leave them without either employment or assistance.
