This paper examines the relationship between economic resources, fertility, and migration in an urban centre with extremely low fertility.  It demonstrates that costs of urban living make couples unwilling to have children, while couples who do have children often choose to migrate out of large urban centres.  Furthermore, couples with children are less likely to migrate into urban centres.  Combined, these factors contribute to urban fertility rates that are significantly lower than a country's overall birth rates.
