This paper examines the socio-economic, employment, and financial characteristics of nonresident fathers and the barriers that they face in paying child support. It contrasts these findings with an exploration of the barriers faced by single mothers and evaluates the extent and effectiveness of public policies and government initiatives in supporting both parents.
