This paper assesses the impact and effectiveness of Quebec's child incentive program and weighs it against the program costs in order to determine whether or not it is a feasible strategy for the future.  The program was implemented in an effort to increase fertility rates in Quebec, and offered financial aid and tax benefits to those who gave birth.
