Are Public Housing Projects Good For Kids?

This paper finds that public housing projects have a positive effect on housing quality and children's educational attainment.  Although children who live in housing projects have worse overall outcomes than those who do not, the study indicates that this is due to the children's particular characterstics and that their outcomes would, in fact, be worse if they did not live in the housing projects.
