This paper uses a comprehensive measure of neighbourhood quality to demonstrate that the number of children in high-poverty neighbourhoods increased from 1990 to 2000. The authors argue that although the number of children living in high-poverty neighbourhoods had declined, if one considers factors such as the percentage of single-mother households, the rate of male unemployment, and the level of education, it becomes clear that more children than ever are living in distressed neighbourhoods.
