This paper examines fertility and the effects of a 1990 public policy change in Austria that extended the maximum parental leave from one year to two years and allowed leave to be automatically renewed if a second child was born.  Its findings suggest that these policies significantly affect both fertility and the timing of births.  It also suggests that when leave is later reduced to 18 months, there is no reduction in fertility but a significant change in labour force participation.
