This paper discusses whether we can expect low birth rates to rise, and examines factors, both social and economic, that may be responsible for declining birth rates in European countries. It asks whether governments should implement policies that could influence fertility rates.  The paper reports that declines in the ideal family size, declines in young people's relative well-being and income and economic aspirations may cause a downward spiral in future birth rates.
