This paper provides two theories to explain the gap that often exists between people's actual fertility and their expressed fertility preferences.  The first suggests that actual fertility is constrained by rational considerations, while stated preferences are affected by traditional societal and familial norms.  The second theory suggests that there are various mechanisms, such as anxiety and avoidance, that interfere with the process of moving from a values orientation to actual behaviour.
