This paper examines the impact of kinship care on a child's likelihood of being adopted. The research suggests that children living with relatives tend to remain in foster care longer than children placed in non-kin households. It argues that this is often due to the failure of child welfare services, the financial disincentives associated with kinship care, and the relationship between relatives and birth parents.
