This paper discusses the fact that many children do not live with their biological parents and criticizes reforms to the child support system that emphasize biological ties over social ties.  It suggests that this continued emphasis on biological responsbility, despite the increased frequency of non-parental care, may mean that children will be less likely to access important resources.
