This paper examines the effects of the Adoption and Safe Families Act on the proportion of children adopted from foster care and the length of time needed for the adoption process to be completed.  It also examines the relationship between adoption legislation and the likelihood of family reunification, and finds that as adoption rates rise the likelihood of reunification declines.
