This article compares government policies on the provision of child care and family supports in the United States, Sweden and the Netherlands.  It concludes that child care policy is only one of a number of factors that influence mothers' decisions of whether or not to work.  Other factors found to be important were tax laws, parental leave policies, labour codes, and the availability of cash assistance.
