This brief discusses the high numbers of families moving into homeless shelters in New York City.  The authors attribute this phenomenon to a higher rate of parents fleeing domestic violence in fear that their children will be taken into foster care.  Many of the parents who take their children to shelters spent time in foster care themselves and do not want their children to experience it also.
