This report outlines state differences in low-income working families' access to and use of public health insurance.  It demonstrates that, although the vast majority of children in low-income families have a parent who works at least part time, nearly one in five children does not have health insurance.  The authors argue that this is due to state differences in application procedures and eligibility requirements.
