This paper addresses the question of whether pockets of extreme regional poverty are the result of the characteristics of the location or of its inhabitants.  It finds that policies that increase employment opportunities and job growth have a strong positive effect on such communities, leading the authors to conclude that it is the nature of the location, more than the nature of its inhabitants, which contribute to regional poverty.
