This paper looks at the costs to the government of an ageing population and investigates the ability of older people to provide for themselves in retirement.  It finds that, although most retired people rely on their government pension and have very little income, many of those who are retired and will retire in the relatively near future have significant household wealth which would enable them to provide for themselves in the absence of government assistance.
