This paper discusses the ways in which retirement income policies, particularly public pension programs, could be used to reduce poverty levels among older women.  It argues that such policies must take into account the origins of these high levels of poverty, such as lower incomes, family responsibilities, their combination of paid and unpaid work, changes to the structure of the paid work force, and the fact that women generally live longer than men.
