This paper argues that families need not only sufficient income but also sufficient time to perform essential household tasks.  It suggests the creation of an alternative measure of poverty that factors in time as a resource in addition to income.  This approach would result in a much higher measurement of poverty since many working families, particularly single-parent families, do not have enough time to perform the necessary chores.
