This paper suggests that increased non-maternal care for low-income children may result in increased inequalities in cognitive development because the quality of care they receive is inferior to that received by children with higher income parents.  It also suggests that higher educated parents are in a better position to reinforce cognitive skills in the home than are parents with little education.
