This report looks at the abstinence-unless-married education provisions set out in the 1996 reform of the federal welfare law in the United States.  It discusses the controversies that have sprung up over this law and examines the responses of the states to this federal initiative.  A major criticism of this approach is that there is no evidence that it actually serves to reduce teenage sexual activity or out-of-wedlock births.
