Boom Times a Bust: Declining Employment Among Less Educated Young Men

This paper examines employment rates of young males with a high school diploma or less.  It finds that even when the economy was booming and employment rates were high, workforce participation by this group remained low and even declined.  It suggests several factors that may contribute to these low levels of formal employment and makes several policy proposals that could improve the situation.
