Effectiveness of Special Education: Is Placement the Critical Factor?

While acknowledging that no method of instruction or placement can make learning disabled students perform at the same level as their non-disabled peers, this paper argues that it is the quality of instruction, not the placement environment, that is most important in helping these students.  It emphasizes that learning disabled students need specialized attention and additional resources, but suggests that the general educational setting may be as beneficial for them as a specialized placement.
