What Can We Learn from Quebec’s Universal Childcare Program?

Using data from the National Longitudinal Study of Children and Youth, this study compares outcomes from parents and children in Quebec’s universal daycare program with a national sample. The authors conclude that middle and upper class parents receive the most economic benefit under the Quebec system. The authors also suggest that children in the Quebec system are more likely to contend with anxiety, hyperactivity, social and motor skill issues while parental stress among Quebec parents also negatively impacted several indicators.
