This paper examines the effect of high school completion on the probability that Canadian children who grow up in welfare-reliant homes will come to depend on welfare themselves.  Its findings suggest that high school graduation reduces the welfare receipt of drop-outs by at least a half, and that effects are greatest for individuals from troubled homes and poor neighbourhoods.
