This paper demonstrates that strict welfare policies often serve to reduce job opportunities for youth, by significantly increasing the number of individuals who are looking for jobs.  It also finds no evidence that this has served to increase school enrollment, and the authors suggest that these policies have rather led to even worse outcomes for low-income high school drop outs.
