This paper looks at why it is that Canadian students perform better in school than do their American counterparts.  It provides evidence that this is largely attributable to the greater number of schooling choices that Canadians have as a result of public funding for private, independent schools.  The authors suggest that the United States can improve their education system by learning from the Canadian experience with publicly funded independent schools.
