This paper discusses efforts to include health insurance as part of the child support package, and concludes that many non-custodial fathers of uninsured children cannot afford to pay for health coverage.  It argues that health care reform is necessary to ensure that all children have access to coverage, whether it is paid for by the government or by the parents.
