This research brief presents statistics on the incidence of substance abuse among welfare recipients and argues that policy makers and analysts overestimate the contribution of substance abuse to welfare reliance.  The authors assert that other factors, such as disability, health problems, low education, and lack of transportation contribute more to welfare dependence than substance abuse.  They call for greater recognition of these multiple factors and the development of services to address them.
